Shin Asakura is a somewhat powerful, and brazen telepath. By default he's nearly always reading people's minds to get by in the world, and will openly admit to doing so.

If you don't want him catching stray thoughts, please leave a comment below.

Lore reasons he wouldn't be able to - nonsensical thinking, or overloading him with random facts and information is enough to put him off-kilter and unable to catch those surface thoughts. Strong bloodlust and imagery of killing him is also enough to make him recoil. Any ways to shield electromagnetic pulses, or other barriers would work too.

He may be more wary of people he cannot get an accurate read on. That doesn't mean he won't befriend or interact with them, it just takes longer for him to trust them.
